Locking the microphone volume

Hello!
I have a Blue Snowball microphone which is a great mic, but and as you might know, it sounds like a vulcano errupting next to an exploding nuclear power plant if you have it set to 100% volume. That's why I have it at 60% and later boost the recordings in editing programs. The thing is that Windows randomly (usually every 5-15 minutes) decides to reset it to 100%, which is extremely annoying. I have done EVERYTHING I could to prevent it, but it's still happening. So I gave up on hope and am willing to have to run an utillity program in the background to keep it down. Anyway, the simplest way to do it is to have a program that every [x] seconds sets the mic volume to [y]%. Does anyone know where can I download such a program/script? Last time I tried to download one, it needed like 3 seperate programs and addons and I don't even know anymore. Is it really THAT hard?
thank you

Windows should not be resetting it. I suspect some other program is what is causing it. Skype is one potential program. Check what you have running when you record.

I have unchecked "Let other programs take control of this device" (I have windows in Slovenian so I don't know exactly how the option is called in the English version) in my mic's settings, also I'm only running Skype (in which I also unchecked the option that lets it control the mic) around 50% of the times when I record. I checked many programs that I frequently use and none seem to be the cause. It just randomly decides to change it. I know that Windows can't be responsible but no other programs seem to be either. I'll keep on checking all the programs. When I record I'm usually running: the game I'm recording, Windows vanilla microphone recorder, Nvidia Experience, sometimes Skype (doesn't have the permission to control my mic) and Mozilla for Facebook and Twitter. It also happens when I stream, but for that I run OBS, the game and Mozilla. I'm really confused o_O

I have a recording studio, but that is using Sonar X3 with separate recording interface unit, not a USB microphone.

Try recording with the free Audacity and see if you have the same problem with that.

Considering what you have running or use, any of those could be suspect.
