why no sound at the start or when i reboot/shutdown ?

i have w8.1 pro 64bit with all the update
i noticed that at the start or reboot/shut down there are not sounds
is it normal ?
i checked controll panel ->audio ->there is default windows sounds

There is an option in the Panel that has the system sounds. At the bottom is a box to check to have startup sounds.

If it's not on the list of already installed sounds, I could not see a way to do it.

Please don't ask why and how but I got startup sound and it's from Win7. Still can't choose which sound but it's there. If I was to guess it would be because this 8.1.1 and Win10TP i have in dual boot are syncing all the time and sound is enabled and running there.
