Installing an application for ALL UERS

I'm unsure if this is the correct place to post this, so please suggest another location if you feel it belongs there.
I just thought that my issue might be a configuration kind of issue.


Anyway, here goes:
Windows 8 Professional (Retail version.)

Pc has 1 Admin account and 3 User accounts.

I installed an application that, under Windows 7 creates a Group name and has 5 shortcuts associated with it.
But in this case, no program group appears on the "Start" menu.
Not for the Administrator or any of the 3 users.

All accounts can "see" the 5 shortcuts as applications.
And all accounts can run the 5 shortcuts.

So the application seems to have installed just fine.

Is there a way to do the following .........

As the Admin, create a group on the start menu and name it something like "Rays Application".
Then after dragging the 5 shortcuts into the "Rays Application" group, place the group somewhere, so that all other users of the pc will inherit this group as part of their start menu.

So they can "see" and can use the "Ray's Application" group ?

This appears to work differently with Windows 8 than it does with Windows 7.
