What does not "run". The entire program, parts of it, does not record?? I noticed in the link you provided the seller states complete support.

More info is needed to try and help you.

BTW, I have a recording studio and work with audio daily.

The computer just doesnt see that the disc is in the cd drive - I put an external CD drive on the pc thinking it may be the cd drive and that said it was corrupt but as i have said it works fine on my laptop

Have you tried a different disc, to see whether its that specific disc or some other problem?

Does it show up if you use the Windows File Explorer to display what is on the driver, rather than the autoplay?

Nope nothing at all shows up - its like your putting an empty CD in the drive its certainly a bizarre one

Did you try the USB or the internal drive? If it was the USB, try the internal drive.

Go to the Device Manager and see if there is an error showing for the internal drive or if it shows working OK. If it shows working OK, RIGHT click on the drive entry to highlight it and then LEFT click to Uninstall. DO NOT uninstall any driver if it gives you the option as the only driver is the built in Microsoft driver. Then restart the PC and Windows should detect and reinstall the driver during start up. Then try it.

Strange.

No CD will work but a DVD will. With what has been done, it sounds like something is corrupted in Windows. I no longer have Win 8.1 (it was upgraded to Win 10) so I can't look at my system. If the PC is Windows 10 compatible, that would be an option, as would a complete Win 8.1 install. These are radical options but some to consider.
