Programs that use internet unresponsive - just reset

Hello. I recently reset my windows 8, deleting all my files etc because I had some problems, and I hoped that would solve it. I think it did but now I have a slightly different problem; my programs that use internet (google chrome, skype, steam) are either unresponsive or just don't work(as in, the internet doesn't seem to get through) most of the time. It is very troublesome, and I can't find my problem anywhere! I know it's not my internet, because that works fine on other devices all the time. No problems there.
