Windows store download issue?

Hi guys I am no computer expert but here goes. I bought a dell venue 8 tablet with windows 8.1 just to use for GPS in my car, I wanted the bigger screen. I downloaded Maps Pro from the Windows store with no issues other than the voice that gives directions did not work but every other feature of the program worked. I called windows tech line for help the tech worked on it for an hour, not sure what he all did except uninstall the program and could not figure out how to re-install it so he transferred my call to another tech. He did not tell me what was going on and did not tell the next tech what he was doing so now I have no Maps Pro program on my tablet at all and it won't download from the store. The techs from windows just left me hanging, and ruined my tablet as I only bought it to run the Maps Pro program. RANT OFF NOW TO THE PROBLEM.....
-I have reinstalled windows and it made no difference.....
-I can download other programs from the Windows App store.... but not Maps Pro
-I have sync licenses no difference
-When trying to download I get Your purchase couldn't be completed/ something has happened and your purchase can't be completed. Error code 0x80070002
-I have tried to WSreset.exe to reset store Apps No difference
-I have also tried windows app store troubleshooter, it found issues but it still won't download
-I have worked with the developer of Maps pro who has been very helpful he is currently waiting to here back from Microsoft but they have only made things worse so far....... I am losing patience..... Any workarounds for this? Create another account? I don't know I am lost at this point.....
