Is there a floating video app for PC?

Did a google search for floating video apps for PC and found nothing. Seems everything is for Android.

Currently I use VLC and the "minimal" view still has the windows frame around it. I just want a floating window that displays the video only.

Do they make anything like that for PC? You would think so.

A stylish decent design, hmmmm... 5KPlayer (free, supports Mac & Windows 10/8/7) shows only a floating window when you play DVD and videos.
