Solved Unable to install .NET Framework 3.5

I'm at a loss at this point. I could link you all the dozens of web pages I've pored through explaining what to do but that would take up too much space. I've been trying to install 3.5 online for a loooong while now and no method I've tried has worked.

The error codes I got were 0x800F081F or 0x800F0906 every time I tried to install it. I tried this method recently: How to fix 0x800F0906, 0x800F081F, 0x800F0907 error while installing .Net Framework 3.5 or higher version | UDHYAN TIMILSINA But, after I tried using that method, now it's stuck at "searching for required files". I don't get the error codes anymore, but it's literally been stuck at that for over an hour now, so I must have done SOMEthing wrong.

I tried using the DISM command prompts, didn't work. I tried to find and uninstall the KB296xxx updates, but I don't even HAVE those updates to begin with. I've pretty much scoured through Google for the past 2 hours or so but, no dice.

Anyone here able to help me? I had to register here and ask since I didn't know what else to do. But please keep in mind that I'm not by any means experienced with software jargon, so I'd appreciate it if you could explain the solutions to me in a noob-friendly type way. Thank you.

Can you show the log of the DISM?
Located at C:\Windows\Logs\DISM.

Also, what error does DISM give you exactly?

I'm not seeing anything odd.
Could you try in admin prompt the follow command:
Dism.exe /online /Cleanup-Image /StartComponentCleanup&sfc/scannow&Dism /Online /Cleanup-Image /RestoreHealth&sfc/scannow&pause

Please post the errors given.

For the 4th step it may take a while to finish and will look like its stuck, let it run and reboot after it has finished.

Edit: check if you have update KB3022345 installed.

Okay I'll try that. And no, I don't have that update installed. Should I? Because it's not available in the Windows Update in control panel either.

Edit: Should I input the commands the exact same way as you did? Forgive me, I don't really use command prompts often.

Edit #2: I inputted the commands in the same way you did, and I got error 0x800f0806. "The operation could not be completed due to pending operations." Now it's doing a system scan.

Edit #3:
So this is what happened:

this is running through the process twice (the break down)

Dism.exe /online /Cleanup-Image /StartComponentCleanup
sfc /scannow
Dism /Online /Cleanup-Image /RestoreHealth
sfc /scannow
pause

You can install NET3 by inserting your setup media into a drive and typing this command
In the command below K is the drive letter to my setup media - change letter to match yours
Also all commands need to be run from a command prompt (admin)

Dism /online /enable-feature /featurename:NetFx3 /Source:K:\sources\sxs /all /LimitAccess

right now it was looking for and trying to download the NET3 files from windows update - thus the long wait...

LET the commands you ran finish...

The windows 8.1 Installation setup media already has the needed files on it..

You can download a create windows 8.1 setup media > Create installation media for Windows 8.1 - Windows Help

A note on that Source:K- you must use your install media's drive letter and not the "K" specifically.
