Automatic App Updates Problem

I have the same problem in User accounts for my desktop PC and Laptop, both running Windows 8.1 x64. When checking on App updates i get the following screen:


Downloads are enabled over metered connections and the Desktop PC is hard wired to the router. The Apps update if you check manually and the auto update works from an Administrator account. Please advise how to solve this problem.

This would be a group policy. Using step 4 in OPTION TWO of the tutorial below should set this back to the default setting for you.
