Dell / Windows 8.1 internet download application issue

Hi I'm desperate at this point hoping someone besides dell or windows can help me.
I just bought my dell precision that runs windows 8.1. Every online application that I am downloading and opening looks too small for my screen. applications like adobe creative cloud, media fire cloud desktop application and Wacom.
I've attached a screenshot of what the application looks like compared to the rest of the screen. How can i fix this?

Adobe cloud is always like that its the same for me and everyone.
If you have another program or app that runs like that then mention it please.

Oh well that first screenshot is at its normal size, you can't maximize it. its a notification window.
The second one am not sure what that program is but it looks like there is a problem.
Try this: right click on the programs shortcut, go to compability and down there is a option saying Disable display scaling on high DPI settings. Check it, apply, ok, reopen the program, for example:
