Is there a program like windows recovery only you can pick and chose files and folders to backup, like all I want to backup is some files on C, windows folder, user folder and maybe programdata folder. I do not have the space for a full 1:1 backup ><

It would also be nice if I could run all sorts of backup and full folder to folder synchronization operations(that can copy locked files) with it too.

Then you will have to use paid backup software to achieve this or schedule backups using programs such as Macrium Reflect or Nova backup.

I do not mind paying for it but there dose not seem to be a nice all in one solution.

If you are looking to do a hard disk image backup of your entire system you could use Macrium Reflect Free.

Many recommend Macrium but you have to image entire drive which is not what you want, apparently. Some have issues with it but I've never encountered them, using True Image ( PC Backup Software - Acronis True Image 2015 for PC ) which allows imaging just the OS & installed programs via 'Exclusions' function in Backup Options. I just exclude my User and Onedrive folders and image takes up about 20gb and takes about 30 mins. Bear in mind mounting this image will delete your files which should be kept separately for easy re-install. It also has a Startup Recovery Manager which enables you to access TI before the OS boots so if you have a virus that regenerates itself, it won't be an issue in, essentially, a safe mode environment.

I use Goodsync ( File Sync & Backup Software | GoodSync ) to sync data files. You can pick and choose what to incl or filter out and it only takes mins to update data any time you want. However, it overwrites last file version so it's less effective than Windows file History, if you want to revert to one of several versions of a file. I put the data backup on an ext drive which I disconnect so any virus like a ransomware can't affect my backup as well..

Actually you can use the built in windows system image facility (bottom left of the in file history screen) and exclude what you want.

If you want to exclude certain folders add them to this registry key using regedit:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\BackupRestore\FilesNotToSnapshot

Remember to use wildcards. For example to exclude Downloads, Music and Videos create a new Multi-String value key (by right clicking in FilesNotToSnapshot ) called "My exclusions" (the name is up to you) in the registry and add these values

Macrium at least the trial seems to have a windows/boot/system backup, I set weekly and monthly and it compressed it down to about 30GB, I'll do a normal backup of program file folders as a monthly thing and I think that will cover everything as far as snapshot/imaging, ect goes.

Trying syncback trial and it seems to cover all my syncing needs even locked files, ect.

Have you looked at 'Second Copy' ? , paid for but well worth it... Automatic backup software - secure data with Second Copy

OK; that's a given, like creating a Custom System Image via Windows 8. I was pointing out that the TI image can be customized via exclusions to make smaller and faster to make or mount, in case of disaster. Attached iImage is of my list so that I can re-image just the OS and installed programs (~20 gb) weekly and sync my excluded data (~300 gb) elsewhere on a daily basis.
