Silverlight Does Not Work For Me In Windows 8.1

Hi - a newbie here to the forum. I recently purchased a new desktop and want to watch some Netflix shows. However, Netflix is telling me that I have to have Silverlight to stream. When I download and install Silverlight, I start having problems. My monitor blacks out every 4 seconds for a period of 4 seconds and then comes back on with the mouse pointer defaulted to the center of the screen. Every stinkin' 4 seconds. I've updated the video card so that's not the problem. I've tried downloading and uninstalling 5 times now thinking that it was just a glitch. When I uninstall Silverlight and restart the computer, the problem goes away. I am using Firefox on an HP Envy desktop with an AMD Radeon R7 240 video card. My Asus VS 247 monitor has also been updated along with Firefox.
What can be the problem? I'd really like to watch some shows.

Thanks Popeye for the quick response - I did what you suggested and it did not work. Here's the steps I took (hope you have time for the lengthy explanation.
Through the 4 seconds of screen on and screen off...ad infinitum - I managed to uninstall Silverlight. Rebooted. I then downloaded the Windows Fixit from the article you recommended and...
    - the program didn't see the program installed - which is good, It was just uninstalled. Asked if I wanted to install a fresh copy. I did.
    - everything was ok until I went to Netflix and started to stream a program. Then the problem reared its ugly head. Ran the fixit program again and it suggested that the file might be corrupt. Went through the diagnosis and nothing changed.
    - tried Netflix and the problem came back. Tried the manual repair of using the notebook to enter and fix program mentioned in the article. Uninstall, shutdown, start up, install program, try Netflix, same problem, uninstall, reboot, install once again...
    - installed Silverlight again to run an experiment.
    - tried Netflix and the symptoms came back. I have my computer running through my receiver so I can watch on the big screen. When I selected the computer to run on the big screen, the symptom went away on both the computer and TV (which is good - but that just means that I'd have to install, watch, uninstall to work on the desktop - every frikkin' time - not a good scenario). As soon as I deselected the TV, the problem came back. But now, the monitor is on for 14 Mississippis and off for 4 Mississippis.
    - uninstalled Silverlight and rebooted. No symptoms.
    I'm perplexed.

You could try running this batch file as Administrator---

    dism.bat

It takes about 2 hours to finish.
I usually let it run in the background till it is done.

    It might help.
It won't hurt to try it.

Nope sorry - same issues. I've tried to include the log but either I'm doing it wrong or something... I just can't seem to get it through whether I copy it to the reply or try and attach it.
