General Question: Programs that dont run in Win 8

I use an old program in Win 7. ipdf explorer.

It allows me to manipulate pdfs. Pull out one page, or a subset of pages; add pages; make a 7 page pdf 7 1 page pdfs--all without altering the metadata or underlying structure of the pages.

When I try to install on Win 8.1 it says

Unsupported operating system, major=6, version=2.2, sp=0.0, type=1

I tried Compatibility mode to no avail. I tried some other programs but they either mess with the metadata (I'm looking at you Bullzip) or the quality of the pdf.

Any suggestions that don't involve paid Adobe products?

You may need to install it on a Windows 7 Virtual Machine. I would ask on Windows 7 Forums where to download a legal image of Windows 7 Pro. VmWare Player can install the image to a Virtual Machine. Once you have it working you can install the software in the VM just as if it were running on Windows 7.

I have legal image of win 7, also license key etc. The VM thing still haven't figured it out yet. Usually tells me I can't run a 64 bit version on my machine.

I didn't notice before, you have W7 dual boot. Perhaps you can create a vhd file from the W7 partition. I haven't done that. You might ask what's involved on the Virtualization subforum.
