I'll explain this as best as I can; I apologize ahead of time.
I remember a feature in older Windows releases where you could set an area on the desktop that would be like a framed, minimal IE window that would keep a website loaded and usable for you. Is there something like that built into Windows 8.1 or a program that would accomplish that?
Basically, I have a couple tickers that I watch at work, but I'm always on the desktop. It would be great just to isolate a small window on the desktop that would always just show that.
