Ever since I installed Windows 8 my webcam brings up a full screen app where I can only access a few controls. Where has the panel with zoom, effects, resolution, contrast, etc. disappeared to?

While Camera is on, the only controls are Exposure and Timer. Once you take a snapshot or clip, it saves to 'Camera Roll' at the left where there are more editing options. Just right click or long press on the screen.
'Camera Roll' resides in your 'Pictures' folder.

Edit: Also, open the Charms Bar/Settings while the application is open for more options.

Thank you Edwin, I found more controls like you said but their are some still missing like setting zoom level before recording or taking a picture, power line frequency, about 20 effects, and more.
Is there perhaps a different program I should be using instead of what came with Win 8?

If you installed the LifeCam software you should be able to open the native LifeCam control panel from All Apps.
I don't think you have to open the camera with the 'Modern' App if you don't want to.

I will try that. Strange how they would omit features in the Modern App.
