Programs Default To AppData Folder As The Root Install Dir

Ever since I have been using Windows 8 I have noticed something odd about installing some applications.

About 95% of the applications I install default to either:

C:\Program Files
C:\Program Files (x86)

As the base folder for installation.

Every now and then, however, a program will have this folder as the base:

C:\Users\Me\AppData\Local

For example, I am installing the Opera email client right now and that's exactly what it did, used the AppData folder. Here is a pic:

Can anyone tell me why this happens and is there any way to fix it?
