Win 8 Apps/store won't connect to internet

ASUS laptop running windows 8

I rarely use Win 8 apps, and run in desktop mode almost exclusively. Was having issues and was suggested I advance the OS to 8.1. That requires Store app. Store app gives a very generic "unable to connect" message with no options.
I've done some research here and tried various things to no avail:
-refresh the store app
-a few cmd things
-restart
-turned off McAfee AND windows firewall

Some suggest doing some type of system restore which claims to wipe out all desktop system apps. No thanks. That seems quite extreme for a program/connectivity issue.

From my personal experience i wouldn't move to 8.1 until i was comfortable with the state of what i have.
For what it's worth i have a similar problem with 8.1, the win 8.1 APPS STORE starts and then waits.
I have tried all of these (below) without success but they may work for you under win 8.

One thing i have not tried, because i don't know how to do it is to find the appsStore info on C: and rename it to see if Win rebuilds it. Maybe after renaming it create an empty folder.
If anyone knows how to do that please let me know:)

The things i have tried....

Run as administrator for all of this where relevant.
1. clean boot.
How to perform a clean boot in Windows
Make sure you scroll down to win 8.
2. Run wsreset.exe as administrator.
3. examine c:\windows\Logs\CBS and DISM
as administrator, in cmd.exe
or WinKEY + X - Command Prompt (ADMIN) :

Type in at the prompt OR Copy and Paste these one at a time : (Hit enter after each)

(These run slowly -- maybe >10min)

Dism /Online /Cleanup-Image /ScanHealth

Dism /Online /Cleanup-Image /RestoreHealth

check the two log files.

Repeat the previous steps for clean boot, wsreset

Well, i "solved" my problem but i can't put my finger on the critical step.
A step i performed was this

I also ran this with Windows Firewall on, it blows up otherwise, and i think it is probably best left out. Seems rather an overkill but it might be necessary, see.

At this stage
Dism /Online /Cleanup-Image /ScanHealth
showed no problems.
Then i set up a new account "Administrator" and did a clean boot as described in the earlier post.
In safe mode the Administrator account was able to show the store, but of course there is no internet connection. So i rebooted again, and got into a world of trouble with BSOD on restart when i tried to access the store. One thing, i had forgotten to enable the services that had been disabled (msconfig step in how to boot clean).
I had to troubleshoot on restart to get to a restore.
i enabled all services.
However there was another wrinkle. I use Mozilla Firebird and i was also having Internet Explorer not responding.
I downloaded Glary utilities and used it to disable all IE addons etc without running IE..
Another restart.
Now IE works, and now i can access the app store.
I have since gone back and disabled a swag of services which are slowing boot time. Best you check what services are running normally before you do the clean boot.
Sorry i can't be specific as to what really mattered. Perhaps someone with more technical knowledge than me can step in.
