Please try this and report back if it worked or not.

Reboot, run Skype. When it shows you the blank blue background as shown in your screenshot, leave it open. Now open the Run dialog (WIN + R) and type or copy & paste the following:

    On a Windows x64 system:
    Code:
    "C:\Program Files (x86)\Skype\Phone\Skype.exe" /secondary
    On a Windows x86 system:
    Code:
    "C:\Program Files\Skype\Phone\Skype.exe" /secondary
    Press Enter or click OK:

This opens a second Skype process in a new window. If this second instance does not work either, it tells something is wrong with your Skype installation and you should completely remove it from your system and reinstall. If the second instance works as it should we need to look for the error somewhere else.

I came to a conclusion that there is a problem with my internet explorer's java script, which skype requires to login. But according to my internet explorer's settings it is on.But when i went to this site( Mr. Ed's Simple JavaScript Tester ) to do the javascript test. It tells me that my java script is turned off.So if you could help me with the error with the javascript that would be great.

I have all Java related disabled but Skype works without any issues. I suggest you uninstall Skype, reboot and then reinstall.

To be sure, check that the scripting really is enabled:

I have no more ideas. I suggest you uninstall Skype, reset IE (tutorial), reboot and reinstall Skype. When reinstalling do not use any installer you might have already downloaded but download the latest installer instead: Download Skype for Windows, enjoy video calls with Facebook friends

Set the Internet Options > Security > Internet Zone settings to default (button: Default level) and try again.

After Months of trying every possible solution on the internet i came up with one . So for the people facing the same problem as mine here are two quick fix that might help you out.The Following fix helps to Solve the issue related to applications using java-script via Internet explorers settings.(Applications such as Windows AppStore,Skype and Other Windows inbuilt apps like Video,Music and Pictures)
Solution 1 ( The one which worked for me)
As when i had bought the laptop it had come up with a McAfee Anti-Virus for a year.I uninstalled it from the "Uninstall or Change a Program" Tab.Note- This does not clear the settings set by the anti-virus in the browser(Internet Explorer in my case). So even though i turned javascript on manually , it did not change the settings even though it showed it was. So,if you are encountering this problem.Follow these steps-
1)Download The following tool called MCPR or McAfee Product Removal( Download McAfee Consumer Product Removal Tool 7.6.133.0 )This tool completely restores the settings changed by the program to default value. After download is complete.Open the .exe file and just agree with the terms and all that stuff. Finally when it is done.A reboot is required for the changes to take place.Simple as That
    Solution 2
This method might most likely work for others. It basicly involves disabling Internet Explorer and enabling it again(as you can not uninstall internet explorer in Win 8.1).So here are the steps

    • Swipe in from the right edge of the screen, and then tap Search.
(If you're using a mouse, point to the upper-right corner of the screen, move the mouse pointer down, and then clickSearch.)
    • Enter control panel in the search box, and then tap or click Control Panel.
    • Tap or click Programs, and then tap or click Turn Windows features on or off.
    • Clear the check box for Internet Explorer to turn it off, and then tap or click Yes.

Tap or click OK and, when prompted, restart your PC.
This Disables Internet Explorer , To enable it back again do the same method but this time just check the internet explorer box to enable it and reboot your computer.

    Cheers.
