    There is a paid tool to that is very good, i found out this days and i liked a lot. (Snagit)
    You can try the trial version and see if you like here it is:

    it isn't expensive at all 49.95 and they have student discount/ other discounts.

    A little off topic but not sure if you guys are aware of this built-in utility...

    How do I use Problem Steps Recorder?

    extremely useful for plotting/troubleshooting users problems - much better tan a simple screen shot.

    I know two options that can meet your needs. One is Snipping Tool, you can search it in your Windows 8 and then use it. It allows for taking screenshot and editing it. But note that its editing options is a little bit limited. Another option is this Free Online Screenshot, it can be used for taking screenshots, making edits and sharing screenshots online. But it's web-based. If you wanna keep it for future use, you can download it.
