People App Opens then Crashes to Desktop

Yesterday, I just finished installing my programs on a new Dell Laptop running Windows 8.1 Core Edition. All the Apps worked a few days ago when I last checked them. However, yesterday most Apps would crash to the desktop on opening. I've uninstalled and reinstalled all of the Apps and they now work apart from the People App.

The People App opens, synchronises with my Hotmail account and I can search and display contacts. However, when I click on All Contacts or search alphabetically, the App crashes to the Desktop (see enclosed error report).

Strangely, the People App works in other accounts on the same Laptop. I've run the Fixit apps.daigcab which found several errors and fixed them. I've also run SFC /SCANNOW which found no problems.

Please advise how to repair the People App.

I tried switching to a local account and then back to a Microsoft account (using the same email address) as you suggest but I still have the problem. I also noticed the weather app crashes if you select maps within the app. I created new Microsoft account with a different email address and the apps work in the new account.

Have you any other suggestions? It looks like something in my account settings maybe corrupt? I already tried running the MS accounts troubleshooter microsoftaccounts.diagcab but this didn't fix the problem.

I could create a new user account and start using that. How do I do this if the email address I want to use to synchronise accounts is already linked to the offending account?

You could switch the account to a local account, then create a new Microsoft account on the PC with the same email address that the local account used to have. After copying any files (ex: music, documents, etc...) from the old account to the new one, you can delete the local account.

I've created a new account and moved the files across as you suggest.

I've deleted old accounts I don't need but under the Users folder, each deleted User account still contains an empty folder AppData/Romaing/Microsoft/Windows/Libraries.

If I try to delete this folder from a deleted account from an Administrator account, I get the message "You require permissions from Administrators to make changes to this folder". Can I safely delete the remaining empty folder and how do I obtain permission to delete it?

See if this below may help to delete the user folder afterwards. If not, then take ownership of the folder, set permissions to allow "Administrators" "Full control", then try deleting it. If still not, then see if the free program Unlocker can.

  • Restart the PC
  • Sign in to an administrator account
  • Open the empty folder, and approve if prompted.

I found after restarting I could delete the folders. I had to start deleting at the bottom most folder and traverse up the folder hierarchy until I could delete the top level user folder.

Not quite perfect!

For some reason, after only a week most apps have started crashing to the Desktop again. Apps work in other accounts on the same PC. I haven't made any changes to the system during the past week.

Is there a fundamental generic problem with Windows 8 apps which causes them to spontaneously start crashing and any known fixes apart from creating a new user account? The latter solution has only worked for a week in my case.

I've found uninstalling and reinstalling the apps gets some of them working but problems remain e.g. I can open the Bing Weather app but the app crashes as soon as you select the maps option.

I'll follow the troubleshooting guide tomorrow but I've already tried some of the solutions. I'm using Kaspersky Internet Security 2014. Is that known to cause problems with Apps?

3rd party AV/security programs have been known to cause issues at time. Mostly due to being over aggressive. As a test, you might temporarily disabling or uninstalling Kaspersky to see how it works afterwards.

I've followed all of the steps in the toubleshooting guide a summarised below. The apps still fail to load or work properly but they do work fine in other user accounts. The problem seems to relate to settings and access privileges relating to a particular user accounts. I can't keep creating a new user account every time I have this problem since this fix only worked for 1 week in my case. It seems many people are having similar problems. Are Microsoft aware and doing anything? I'll log a request for help with Microsoft support and report what they say.

Summary of fixes tried:

1. Run Store Apps troubleshooter – didn’t fix
2. Check Windows is activated – OK
3. Check broken PC settings – OK
4. Check Proxy issues – not using a proxy
5. Restart PC – didn’t fix
6. Cannot be signed in to the built in Administrator account – not using this account
7. Use a Microsoft account – already using this
8. Set min screen resolution – OK
9. Connect to internet – OK
10. Check UAC settings – set to default
11. Store error – purchase could not be completed – N/A
12. Enable & start firewall – N/A using Kapersky anti-virus
13. Check app.html is trusted in anti-virus software – OK and note apps work in other user accounts
14. Set correct time & date – OK
15. Update apps – OK
16. Reregister the Store – OK
17. Clear Store cache – reset but no change
18. Synch app licences – reset but no change
19. Error Code: 0x80073cf9 while Installing App in Windows 8 and 8.1 – don’t have this problem and appreadiness folder exists
20. If apps fail to start if default registry or file permissions modified – don’t have the 5961 event ID
21. Turn off morphological filtering – don’t have AMD graphics
22. Uninstall & reinstall the apps – works with some apps but problems with some apps remain e.g. selecting maps in Bing Weather causes the app to crash
23. Run SFC /SCANNOW – no problems found
24. Contact the app publisher – problem relates to all apps so it must be a generic Windows problem rather than the apps
25. Do a System Restore – restored to configuration 1 week ago when all apps worked. Didn’t solve the problem.
26. Refresh Windows 8.1 – not done too much work at present

That's fine. It would be the same steps to take for them as well.

Since you have already did all the troubleshooting steps above, it looks like you may need to refresh Windows. :(
