Do you have an identical twin that lives near by? Sorry. I couldn't pass that one up.
Is the app listed twice in the Store under "My apps" by any chance? Don't laugh. I've read of more weird things.
I experimented with that and it didn't reproduce the problem. Maybe should look at Task manager and see if something is duplicated there.Would you please right click on that screen, choose places, and post a screenshot such as below? White out any personal info before you do. Let us know if you have a double there.

That's a good idea, Count. I'm wondering if it's duplicating "My location" and "Home" even though "Location" isn't shown in Places.
Junior > Do you sign into your PC with MS account? Do you have a Windows 8 phone that you do the same?
Sorry for the delay for it was a holiday.
Did you check Task Manager as CountMike suggested?
Try using this:
Apps and tiles not working tutorial list:
Apps and Tiles Not Working or Responding: Fix in Windows 8
Especially containing these:
App Troubleshooter:
Windows Store Apps Troubleshooter - Fix Apps in Windows 8
DISM to Fix Component Store Corruption:
DISM - Fixing Component Store Corruption in Windows 8
Try running scannow at least three times:
SFC /SCANNOW Command - Run in Windows 8
If dawned on me that I had a duplicate of my location, but this was way back when using 8 in the beginning (now well into 8.1). It eventually corrected itself. I've scoured the Net to no avail. Other than those tutorials above, I don't know what to tell you at this point other than give it a while. Report back again if the problem persists and hasn't solved itself. Others may have a solution, though.
Writing a note, wrapping it around a brick and throwing thru their window comes to mind.Sorry for the delay for it was a holiday.

None of the solutions above worked. Later I found out the problem was caused by the location. I've entered the location into another Windows 8.1 system and the same "glitch" occurred.
Thanks for the help, guys. What would be the best way to address this issue to Microsoft?

It's not weathermen that made this App run double, it's in the windows, so it's M$, so they should deal with it.Writing a note, wrapping it around a brick and throwing thru their window comes to mind.
junior just stated it's a location. What makes you think it's MS's fault? How about one of the affiliates of the app?

How about an IT Pro that services the weather station or one in between that made a mistake? There could be all sorts of possibilities.
The app works fine. Geez....

You want reasoning, here's one. You go to store, buy bread, bread is no good, do you go after the farmer that grew wheat or company that made fertilizer ?
No, I would take it back to the store which is basically what junior wants to do. It looks as though it's not that he doesn't like the product overall. It's one "loaf" he's complaining about.
If the problem persists then either buy different bread or go to a different store, which sounds like a good solution for some.
