NET Framework 3.5 on Windows 8

I currently have a new laptop with Windows 8 on it and I've installed some of my apps and said that I needed .NET Framework 3.5 in order to run those apps. I clicked the "download" button but for more like 12 times today it always ended up on Error 0x800F0906 - Couldn't connect to Internet. I don't know how or why this is happening, I've got internet connection and as matter of fact its kinda fast. I couldn't update my Metro Apps too says it can't connect to Internet -_-. So basically I've googled .NET Framework 3.5 installer and ended up on Microsoft's official website. Can I download and install this framework straight to my laptop?

Here's my specs:
Acer Aspire E1 - 471
Intel Core i3 2348M (2.3 GHz, 3MB L3 cache)
Intel HD Graphics 3000
4GB DDR3 Memory
500 GB HDD

Update: I've noticed too that when I'm downloading apps from my browser its lightning fast but within windows 8's premise (like store, troubleshoot, and etc.) its really freakishly slow. How can I fix this too?

Net Framework v3.5 can be installed either via:

Option 1

Control Panel => Programs and Features => Turn Windows features on or off, and then select the .NET Framework 3.5 (includes .NET 2.0 and 3.0) check box.

Note: This method requires your PC be connected to the internet.

Option 2

If you have access to you windows 8.x installation media then it can be installed from there using the following cmd within a elevated CMD prompt:

DISM /Online /Enable-Feature /FeatureName:NetFx3 /All /LimitAccess /Source:?:\sources\sxs

Where: ? is the drive letter of you installation media.
