It wouldn't hurt to try to see if it may toggle it to work again.

hI. In my new microsoft account all the apps there (pre-installed) were working fine. So do you think the problem was on my old microsoft account? And do all my files (doc, pics, movies etc.) on the old microsoft account retain on the new account? or do i transfer it from old to new? then do i have to install all the other programs that were missing now on the new account? or is it already installed?

You'll need to copy over any of your files you wanted from the old account to the new one.

The desktop apps will still be installed, but you may need to create new shortcuts for them.

The modern apps will need to be reinstalled unless they get synced if you used the same email address with the new Microsoft account.

I just noticed that the actual occupied space on the hardrrive designates to the total files and folders installed on all the accounts in my laptop. is this true? and can i use cut then paste when transferring files or use usb/external drive? Also, after i finished transferring all the files i needed, can i delete the old microsoft account? and use that primary email on the old account to be the primary email on the new account? thanks for the help.

Yes, once you copied what you wanted from the old account to the new account, you can delete the old account if you like.
