Programs starting when I have them disabled

Programs that I have disabled at startup are automatically starting on their own

I suspect you also have to change the BlueStacks service to manual in windows services.

Probably so lol, kinda stupid for Microsoft to have that option if it only works correctly half the time

You have the Bluestacks console disabled from opening at start up but the runtime is still managing your account/apk library in the background.

It wasn't just that program, it was all of the ones I had disabled also

try disabling the service and change its startup type to manual and restart try if it works.
if u dont noe how to open services - windows key + r (run) - services.msc

Alright gonna give it a try, I've noticed most the time if I just shutdown they won't open on startup, but if I restart they always open. Kinda strange
