Windows store lost all functionality

Hello
I have had my *new* computer for quite some time now, but from the very start, my Windows store has never worked. Each time I tried installing an app, I would get some freaky error (I can't remember which). I mainly noticed this when I tried updating to '8.1 or installing any app. When I try to, it stays saying 'Pending'. I go to the start screen (still 'pending'), so I click on the app, to see it's progression. When I do, it says the app is downloading, then it throws back an error. I can't remember what the error was, and I can't find out (since I can't even get into the store). I would appreciate any help.

**Things to note
>I can't get into the store, because it remains at the store's splash screen. I got in once, but it came up with a screen saying it (the store) isn't available.
>It has been like this ever since I got my computer

You probably need some of the Modern updates. Open the Store, then open the Charms Bar, click on Settings, click on App Updates on the right and then click on App Updates in the screen that updates. Now click on Install at the bottom and let it update what it finds. Hope that fixes things for you.

Allright, so I now can get into the store and view the things it contains :). But I am haivng a very 'scratchy' experience. When I click on a tile, for instance, it will return a message saying I am not connected to the internet. It takes several refreshes to return results.
However I am still going through a big problem, everytime I go to download something, it remains 'Pending'. It has been going like this since 15 minutes ago, when I set for an app to download. This time, it isn't returning no crazy errors.
What's up this time? :)

There were some updates, that I needed, but when I click to download them, they all remain pending

You must be using wi-fi. I occasionally get that on my laptop using wi-fi. My desktop pc is wired to my router and I never get it. Alway's works there. Seem's like 8.1 has some wi-fi issue's. Occasionally when I turn on my laptop (which is 2-3 ft. from my router) it will show a bad connections. My wi-fi driver's are up to date. A restart alway's bring's back the full speed connection. I wish I could get a usb 3.0 or 2.0 hub that has a 10/100/100 Ethernet connector. I've only seen ones with 10/100 Ethernet, which my laotop already has.

Here is the funny thing- I am not using wifi! :)
Funny, how my laptop that is using wifi actualy has a funtional Windows store. LOL
But the computer I am having this problem on is a desktop not using wifi

A possiable problem is that I am not using Ethernet, either. I get my internet through my cellular phone. I just plug it in and tether it to my computer. But I have fast browsing speeds, it is just the store that isn't letting me download. From my browser I can download anything I want...

Try a new Ethernet cable or make sure it's full y plugged in on both ends. If it's plugged in, the cable went bad. Not unusual at all. Also, check for updates for your Ethernet. Could be that, too.

run the following in a Command Window to re-register the Store app:
powershell -ExecutionPolicy Unrestricted Add-AppxPackage -DisableDevelopmentMode -Register $Env:SystemRoot\WinStore\AppxManifest.xml

I am not using ethernet. I get my internet through my mobile phone, which means I plug my phone into a USB cord, which then I plug into my computer.
