    Can't open windows apps or PC settings


    I've looked up several solutions for this, couldn't work around them, reinstalled windows 2 timesand then made a back up image, which I have to keep reverting to because my PC Settings and Windows apps (which I don't even use) will stop opening and display the "This app can't open please refresh" pop up. If there's anyone out there kind enough to work with me on this, please do. This is for windows 8.1, I'm assuming that's cool on this site?

    You know what? Thanks for that, but I've been there, done that. Have done everything you can poosibly google. I have a legit copy of windows. I've read someone was using the registry cleaner with CCleaner was causing issues so I stopped that, and turned it off from tune up utilities using no registry cleaner ever. And I'm still getting this error, it is riving me nuts. I have restore points I revert to, but it's really annoying. I wonder what the heck I'm doing that's causing this. It's gotta be my fault, I just don't know what I did or I'm doing

    Luckily, you can undo this with the restore points.

    As for a cause, about all you can do is keep a close eye on it and see if it happens after any specific action.

    I think it IS the registry cleaner. I just now remembered, I did run the tuneup one, but set a restore point. I restarted and it was fine, maybe it just took a day or so to F everything up. If it was that, then I don't get it. I'm supposed to NEVER clean my registry errors with Win 8? I now take plenty of steps with system images and restore points, but this is still quite annoying.

    The problem with registry cleaners is that most are snake oil, and some are to aggressive. Very few are safe to use at default settings. Either way, it's not worth the risk of your registry getting messed up if something gets deleted that should not have been. You do not gain anything noticeable by cleaning the registry like this.

    I am really have this wild feeling it's because I refuse to use a microsoft account. I'm not good with this stuff at all, but that's just some random feeling I have. What does that mean? Not a whole lot, lol... But maybe I'll create one and see.

    Not being signed in with a Microsoft account would definitely be why you are not able to use any modern app that uses a Microsoft service.

    Nah bro, I didn't mean to muck things up with that comment. I'm just talking about PC Settings and the Windows Store. Those won't open when I have the issue I'm talking about. I only use a local account and have no need for any apps. I just have some random feeling, just using the local account pisses windows off. I have no reason to think this, but it's just something I thought of.

    I really think it was the registry cleaner. I reverted to after I did the tuneuputilities one and now it's fine. I understand people say to not use them, but I had thought tuneuputilities wouldn't mess anything up, as they do a really good job with things. Even detecting SSD's and other things a lot of utilities software don't do. I'm just going to stay away from it (the registry cleaner part). It really won't slow my system down by never cleaning registry errors?
