ScreenShot apps which one to choose ?

Does windows 8.1 have snipping tool builtin ? if not which screenshot app is recommended ?

Yep, Windows 8 has the same Snipping Tool included in it as well.

I recently found a neat little program for screenshots. It's called HotShots.

There's always the reliable IrfanView. It's much more than a screenshot tool but it does that fine : IrfanView - Official Homepage - one of the most popular viewers worldwide.
When in the program, click Options > Capture/Screenshot to see all the options and how to start.
