A plea to experienced Photoshop (or equivalent) users

I have a photograph containing a newspaper with a pic of some football players.
I would like to get a clearer picture of the players in the newspaper photo and perhaps even a date from the newspaper.
I am totally at a loss with things like Photoshop and GIMP2, don't have a clue where to start or what to do.
Can anybody out the help me?

    Have attached the file.

For experienced users who hate Metro... All you need is Windows Explorer/File Explorer/File Manager. Combine that with an elevated command line, you needn't ever use Metro OR the desktop. NOT for novices, but we ran Win 3x that way, back in the day, (only way you could get 'productive'...
