Solved .NET Framework 1.1 & Windows 8.1 Conflict

I'm caught between a rock & a hard place:
For years, I've been using Quicken Medical Expense Manager (QMEM) to track my family's healthcare expenses and billing. Unfortunately, it was written in .NET Framework 1.1.

Since Microsoft has fully deprecated .NET 1.1 in Win 8.1, thus preventing its installation in any form, they can't or won't develop or research any form of a workaround. On the other side, QMEM has been out of support from Intuit since April, 2012, so there's no way I can get the program recompiled in a higher .NET version or any other assistance from them.

Furthermore, its InstallShield package starts with an installation sequence that tests for successful installation of both 1.1 & 1.1 SP1, and won't proceed without positive return values. There's also no installation version code present for Windows 8 or 8.1, so we'd have to add that to the .ini files for the 2 Quicken program files. That's beyond my coding abilities. (I can e-mail copies of the .ini files privately, but won't post them publicly.)

BTW, a very thorough search has turned up exactly ZERO applications that can provide even a small portion of QMEM's functionality -- so I really DO need to install it, since I don't have any alternatives (unless I buy another PC to run 8.0 for the next few years).

I was having the same issue, it was working fine before my upgrade to 8.1, product The Print Shop 23.1 Deluxe

I found a tool cleanup_tool.exe at

.NET Framework Cleanup Tool User's Guide - Aaron Stebner's WebLog - Site Home - MSDN Blogs,

I ran the command

cleanup_tool.exe /q:a /c:"cleanup.exe /p .NET Framework 1.1"

to clean out the mess made by the upgrade to 8.1, then ran the install for The Print Shop 23.1, which then installed Net Framework 1.1 without any problems and the product is now working fine on my Windows 8.1 upgrade.

Worth trying.

ok iam so lost with out printshop 23.1 and i am at lost at what i need to do to fix this go to the page but dont know what iam to download to fix this problem wont work since i downloaded 8.1

Hi Donna36, just go to the link in my post above, look for "Download Location" you will find a link that downloads cleanup_tool.exe in a zip file.

I used the first link, and right clicked on dotnetfx_cleanup_tool.zip to pick download.

After you have downloaded that zip file to your computer somewhere, you need to extract the cleanup tool from the zip file you have downloaded, you need to keep track of where you placed it. Do the following,

Use the Windows Key + X, select command prompt (admin) from the list of commands, then key in

your folder you installed it\cleanup_tool.exe /q:a /c:"cleanup.exe /p .NET Framework 1.1"

once that is done, you will be able to install The Printshop 23.1 without a problem, someone else might be able to explain how to do this part better than I can.

May be off-topic but I stumbled upon this while I was having issues compiling a few projects in Visual Studio 2003, was giving me this "LNK1214: initialization failed" error, due to .NET 1.1 not being installed; or rather was messed up when I did the transition to 8.1. I ran the cleanup tool and everything works great now! Thank you so much.

Yes it is TPS 23.1. I checked the compatibility mode (which was not checked) and ran the compatibility troubleshooter. It opened and worked with the troubleshooter's recommended settings which suggested Windows Compatibility mode: Windows 7. I did however need to check to run in Compatibility mode: Windows 7 as it did not save the setting. PS 23.1 is now working fine. For me I had to have in run in Compatibility mode. I hope this helps others with this issue. :dinesh:

I had the same issue,and used the cleanup tool, it was a charm! I am a beginner at this and this was really simple to do!:)

I can't even get my Print Shop to install. Where do I find "compatibility mode?" I am so upset over this whole thing. First I get an error message that the .net framework 1.1 file is missing, then it can't be installed because it is not compatible with W8.1 so MS website instructs to install .NET Framework 3.5 SP1 but when I could not get that to work, I searched and found instructions that said I had to run the dotnetfx35.exe, I found another set of instructions on the MS website that said I had to install Windows6.0-KB958481=x64-1.msu then Windows6.0-KB958483-x64-1.msu then Windows6.0-KB958484=x64-1.msu in this order. However, I got them to download but could not install. That was last night. After 3 hours of attempts, I gave up. This morning I see another instruction from MS that says no prior versions of .net framework should be uninstalled and they should all be able to be installed together. I still can't get my Print Shop to work. Someone please help me.

I rebooted and tried again, the message is that there is not enough storage capacity. What must I do to get my Print Shop to work??

Sunnova's directions work perfectly. You need to be very careful with the command prompt input. It processed in a nano-second. My Print Shop 23.1 Deluxe software loaded perfectly (after I had to go out and buy an external DVD drive) - Thank you very much for the advise. There are alternate instructions out there. Again, this worked perfectly.
