I could never get this to work under W7 at all -- however install VLC for android on your Samsung S4 (or MX / Mobo player) and ES file explorer and the whole thing works fine. (All free apps).
Enable the video directory on your host computer to be shared - with the ES-file explorer on your phone click on the network / LAN icon and then open the video directory you want -you will then get prompted for the application you want to use -- choose VLC (90% the best one) or MX or MOBO and then you've got your stream from PC to phone -- ensure your wifi is good enough though.
It also works over the external internet too -- but use something like dyndns to get the proper IP address
