So I had the same issue for 10 days. I just figured out how to get around this error. I have two computers with the same account on each computer. I noticed on my laptop I was not getting the 08xe5e0212 error when installing the exact same app's. I then decided to try the following steps and it fixed the issue.

You have to re-create your profile. The only way to do this is to delete your exsisting one, reboot, and add it back in. You will have to create a dummy account if you only have one profile so you can delete your messed up one. The reason this issue is occuring is because windows really messed up how the profiles are implamented on the OS. I have had this issue since the beta days.

Once you create a dummy account save all your files to that new profile
( or just back up all your files to a flash drive, cloud, whatever other than your profile.) You will also need to save your appdata folder which houses most SAVE files for any program/game installed. This is typically hidden so you will need to go into your control panel->folder options-> the view tab-> and enable show hidden folders. Then go to c:\users\your profile\and copy the appdata folder to a place like the new profile's desktop folder or where ever you backed up the rest of your data.

Once you save all you want from your profile. Log into the dummy profile you created, mouse over the right hand of the screen to get the settings bar to pop out, go to settings, change computer settings, acccounts, other accounts, select your profile and hit disconnect. then say yes to the profile deletion.

Reboot

Log into the dummy profile, go to settings again, change computer settings, accounts, add account (if not there go to other accounts and hit add account)

Enter your live ID if your profile was online. If local than create your account with the local "not recommended" settings. Then log into your account and try to install an app. If it works than congrats you fixed it. Go ahead and move all filed over to where you want them from wherever you saved your data. Replace your app data folder from your backup spot to c:\users\your profile. Allow it to save and replace. If it does not ask to save and replace then your not saving it in the right place.
