Skydrive Modern UI App works only online - no offline data

My friend recently bought a Windows 8 (Pro) Tablet and I suggested that she should use skydrive,
but there are two unexpected behaviours:

On the Mordern UI I try to access files saved in the skydrive, but this only works with an internet connection.
Without I only got an error/warning message that I need a connection.
Why there are no data sored offline? This is a no go!
    How can I change this?

On the Desktop I don't found the folder where to store the skydrive data.
I think this is a problem in connection with no (1).

Anyone know how to fix the problem?

Perhaps you don't understand that SkyDrive is "cloud" storage -- there is no LOCAL option (AFAIK) for managing the data.

Perhaps you don't understand that that’s (a) no reason and also (b) false.
The Desktop SkyDrive program running on Windows 7 is doing exactly this - its syncing the data, for local managing them.

Would be ridiculous otherwise - just compared to the competitors of Microsoft.

You can download the Skydrive Desktop app for Windows 8 too. See here for instance:
    Microsoft SkyDrive - Microsoft Windows

It means you (rather confusingly) end up with two Skydrive tiles on your Start Screen, but otherwise it works fine from what I've used it for so far. You do get a local sync'd copy of your Skydrive folders on your local disk as described.
