Before trying Refresh, you might try taking Ownership of the Apps folder like in the picture--

    It's worth a try...

I did a search for Apps folder and it came up with zero results for an Apps folder. I have an ASUS computer if this helps.Where would I find the Apps folder. When I go to C: program files my last 3 entries are Windows Photo Viewer, Windows Portable Devices and then WOT

    bha,

Taking ownership of the WindowsApps folder is most likely not going to help with this issue.

Are you signed in with a Microsoft account? Any Store app that uses a service will require that you be signed in to your Microsoft account.

If so, then as a test, temporarily uninstall Kaspersky to see if you still have this issue afterwards. Sometimes just disabling or turning them off is not enough.

Thank you guys for all your help

    1) I still don't know how to take ownership. I was able to access and view hidden folders but windows would not let me unhide WindowsApp and when I tried to open it it denied me permission saying I must use the security tab and I got lost in the security tab.

    2) I uninstalled Kaspersky and when I opened calendar for the first time it said do you want it to run in the background and my other apps opened as well. Lets hope this did it. But I will check with Kaspersky to see if they know anything.

Problem is antivirus. If you use kaspersky, these apps are in untrusted folder, just move them to trusted folder in application control

So I went to Kaspersky forums and many people are complaining about apps not opening so it is Kaspersky and they said only the latest build is compatible with Windows 8. I don't know what i had before but when I reinstalled and updated Kaspersky I now have the latest build. I then found app.html and photosapplication.htm were untrusted and I made them trusted. I hope that helps.

Is the latest build working properly to allow you to run apps now?
