Solved hid programdata, now programs cant uninstall

i hid program data from c after win8 install, and now even after unhiding, it wont let me install itunes and now adobe reader,.. get the error:

'an error occurred while trying to create the directory
c:\programdata\microsoft\windows\start menu'

i have taken ownership, but when trying to change it to not read only and unhidden on everything it gives an error:
'error applying attributes'

even when all security permissions of the folder are set to full control including all users,. which it shouldnt matter as i am the administrator and there are no other accounts. so why is this? and how can i resolve it so i can install all my programs

i dont want to, im terrified it will crash again,.. this has been third install.. seems to be all this irrepairable damage,.. anything else?
what has happened to this program data folder!?!!

The owner of this Folder has to be SYSTEM with full access rights.
Administrators group has to have full control too.

Agree, SYSTEM must be the owner, although administrators may have full control
