When I try to open the weather app to load a new city, the app starts, but never opens so I can change the settings.

Open the weather app, right click on the screen, click Places at the top, then click + to add more places.

how do i delete the place that it starts with
it finds an area not where i live

Reboot your PC, it might find, if not uninstall the Weather App and reinstall. HTH.

After you open Places, right click the one you want to remove and at the botton of the screen click Remove.

After you open Places, right click the one you want to remove and at the botton of the screen click Remove.

But before you can delete the place it starts with, you first have to designate another place as 'start place'. Herefore go to "places", rightclick select the new start place and click "set as startplace". Then rightclick the other non-start place to delete it.
