Well I got an answer from Corel support,

Kindly be informed that WinDVD is not yet supported in Windows 8. You may install this program on this platform but the stability and functionality are not guaranteed. This incompatibility issue could be the reason why the program hangs and is not working the way it is designed to work. Moreover, there is no information on the release date of an update/service pack that will make this program work on this platform. I advise that you visit our website/support page regularly for updates regarding this matter.
