Programs not opening on startup

    Ok, I had a similar problem with you, startup programs not starting up until i disabled "Hybrid Shutdown", so you might wanna try it as well and see if it works:
    Go to Control panel->Power options and on the left side choices, click "Change what the power buttons do".
    On the new window, scroll down to "Shutdown settings" and you'll see an option "Turn on fast startup (recommended)".
    Uncheck this option and save changes. Shut down and power up your PC again to see if the problem is gone..or not.. Hope it helps.

    I have the same problem. Some startup programs not starting up when Windows starts.

    I put the shortcuts in "C:\ProgramData\Microsoft\Windows\Start Menu\Programs\StartUp".

    If I put a shortcut to something like "Paint" or "Calculator" in the startup, it will work. If I put a shortcut for my batch file which delays the startup of my DVR program, or a shortcut for program for my hand-held remote control, they don't startup with Windows.

    I had already discovered the "Fast Startup" option mentioned, and turned it off.

    Additional notes:

    UAC is completely disabled.
    I have successfully used Task Scheduler to run the programs in question at startup. It's a shame to have to resort to this.

    I was having the same problem. I tried adding them via both locations for the start menu (all users and my user account), tried adding the programs via group policy, even in the registry. I never thought to try the task scheduler. In all cases, they would show up in the startup tab in task manager, but never actually start on their own. I then saw this post and it gave me the idea to add the registry entry in the wow6432node. I added the programs there and now everything launches like it should. I wonder if MS broke this recently with a recent windows update. I can't imagine something this important pass under the radar from the beginning of its development.

    Already tried disabling Fast Startup - didn't work. Thanks though. I just started using Task Scheduler and that works fine (make sure to set it to 'at log on' as any user or it won't work.

    @ bwood720 - I'd rather not rewrite my programs just to change the registry key. I'll just stick to using Task Scheduler which is a retarded way of having to do it.

    I could not get a program to start either by adding a shortcut to startup folder or by scheduling it in task manager. In task manager it just says "queued" with a clock appearing on the taskbar even though it is set to start at login. Fast login has already disabled because it is known to cause disk corruption which happened to me earlier. This startup failure problem is unique to Win8/8.1 It is strange that some people have got it to work, though.

    On Win10, Startup folder programs will not run if they require Administrator access. I don't know if 8.x has the same restriction. If so, this workaround might help: To run a program requiring admin access at startup in Windows 10, just create a shortcut (anywhere, I used the Startup folder itself) with "run as administrator" checked, then create a short batch file in the startup folder and use the 'start' command to launch the shortcut (omit the .lnk extension and the path, else start won't work, so use 'cd' to change to the shortcut directory first). Example:

    @echo off
    cd "C:\Users\...\AppData\Roaming\Microsoft\Windows\Start Menu\Programs\Startup"
    start ThrottleStop
