As an iPad user, I asked myself the same question. In fact, I am writing this on my iPad. Right now the app store (or whatever MS calls it) is only taking new apps from a limited group of partners. As the launch date draws near, they will opening it to a wider pool of developers.
That said, I doubt those who developed the iOS and Android versions of the forum app are among the limited group of partners.

About the Metro Theme Forum it is available in the Tab Skins selection.
Just check Quick Style Choose at the Bottom Right.

lol There is no such thing as apps that LINK to forums. If that is what you are asking. You do realize all you have to do is put the address of the site into IE10 then Pin it. Done. But then again that isn't a program or application. lol

All of these apps make for a better experience on touch devices. Right now there are no Metro UI forum apps. That is what the OP was asking about.
In fact I am dictating this app using Forum Runner on an iPad. It is a lot cleaner than using a browser. But on a desktop machine, I'd rather use a browser. So why am I using my iPad on a Windows 8 forum? Because no one has yet written a Metro UI app for this forum yet...
