had the same error
My little "get windows 10" icon disappeared. Manually starting gwx.exe failed with the same error message.
I fixed it.
In internet explorer, make sure that the "security" and "privacy" sliders are low enough to allow gwx to start. I just lowered them down to "medium" on both...
