goto help and find out how you log in to safe_mode with win8.1
run -> REGEDIT
goto (in registry)
HKEY_CURRENT_USER -> Software -> Microsoft -> CurrentVersion -> Internet Settings
Change the value of 'Proxy_enable' to 0 (zero)
DELETE the setting called 'proxy_server'...
