    My Personalzation do load but doesn't stop

    It was a month ago when I download some 3rd Party Themes I tried installing it but failed so I deleted it. However now my Personalization doesn't respond when I opened it, I can't change my themes even though I Refresh my Windows it is still loading. Please Help!!!

    Hello I am using Windows 8.1 I got this problem. I like to try to change my user accounts profile picture but when i click my "Change PC Settings" it doesn't do anything.
