build 10532 seems to have fixed the gta III framerate issue, now it runs at hundreds of framerate. Other issues remain the same. Progress at least.

The feedback app should be there if you have windows 10. Maybe they require you to download it from the MS store now. Just go to start and search for feedback and it should appear. For me it was there in the tiles on the start menu but i had the preview for a while so maybe things changed a bit...

It isn't my setup. Try it yourself, get Fraps or a framerate program and then run the game. It will say 30 fps when you are in the game. They might still be working on it so lets wait and see. They already know and said they are aware of the issue.

Just got done testing the new build 10166. Nothing has changed at all and the problems remain. To the one user who said gta vice city is fixed,it is not fixed. It is still 30 fps.

Yea i did try the latest DirectX Redist and it still has the issue. I am guessing that they are in the middle of figuring it out though so we will see. for gta vc the mouse issue does indeed seem to be something to do with higher resolutions. even in windows 7 it has the inconsistent issues...

I tried the new build 10130 and it seems like some things are fixed! Unreal tournament 99 now runs fine at 60 fps where before it did not,some other games too like hitman code 47. Also DOOM and DOOM 2 now work where before they did not at all. The bad news is that they introduced some more...

An old card not running a high end game is not a surprise. I don't expect a 2005 card to run a high end game like Ryse today. That always made sense. In the future however any card you have that even supports DX12 for example will run the game so that is never going to be an issue.
