OPEN CMD.exe as administrator
mount of put your windows dvd in your PC
past that at the command prompt screen
" Dism /online /Enable-feature /featurename:NetFx3 /source:D:\Sources\sxs "
where "D" is the path letter for the DVD
then enter
it will activate net framework on your device
