Disregard that, it only worked properly in the spot that I was using it. After I moved around it stopped working again. I tested the mouse again on my W7 laptop and it worked perfectly from any position in the room. So it has to be either W8 drivers or the new motherboard.

Reinstalled SetPoint and everything is working properly now.
