I found the reason I cannot lock the system. In the registery location "HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Winlogon" , there is a 'DisableLockWorkstation'. It was set to '1'. Issue resolved instantly by setting to '0' . I don't have any idea when and how it was set.

I ran the command: Dism /Online /Cleanup-Image /RestoreHealth Then rebooted, but the lock computer is not present nor can I lock it with "windows"+L. I looked the log, it looks it didn't find anything that could cause the issue.

It have been while I cannot lock my computer either by ctrl-alt-del or directly using the "windows"+L shortcut. I tried the tips here by using the gpedit.msc. It can actually show/hide "task manager" or "change password" but "lock computer" is hidden even if I turn off the "Remove Lock Computer"...
