I was having this issue as well only it was with my PC Settings not opening. I found a post that has *for now* fixed the issue for me:
open a cmd or powershell but RunAs ADMINISTRATOR and then type/paste these commands:
powershell -ExecutionPolicy Unrestricted Add-AppxPackage...
