Win8fait's solution does not work for me as I have to use the overscan utility provided in AMD drivers to fill the entire screen of my large screen TV. The generic Windows driver is unable to do so.

Mark is right. I too have an MSA Radeon HD 4... series card in my HTPC, and the upgrade to 8.1 changed the driver. My images are also clipped on the sides and the option to adjust which came with the Catalyst suite no longer exists. My choice seems to be either to continue with Windows 8 or...
