To fix LockScreen image I had to do the following:
Log into an Administrator account.
Open explorer and go to
C:\ProgramData\Microsoft\Windows\SystemData\5-1-5-18\ReadOnly
I had to use the security tab to change the ownership of SystemData in order to access it's folders.
