    Quick sidebar menu/Charms Bar >> Change PC Settings >> Left-hand column below PC and devices -- Bluetooth. Once it is turned on, there should be a Bluetooth icon in the Notification Tray where you can access various functions. There might be a setting that inhibits the Tray icon completely.

    Think back on when this entry began appearing with frequency if hardware drivers installation or update had been done. My guess is the process left a 'snag'. If the driver is identified, then an uninstall and clean install of the latest might do the trick.
