As far as I know, Rufus (by design) only allows to create a USB flash drive that's UEFI bootable ONLY or Legacy BIOS bootable ONLY, and it does not allow to create a USB flash drive that can be booted in both UEFI and Legacy BIOS mode at the same time. I think that is what is causing your hang...
